HIGH QUALITY VERSION:
This video will show you how to run GTA IV on a pc without SP3.
Instructions:
Click Start
Click Run
Type: regedit
Click ok/Hit Enter
Click File – Export – Name – Click Save
Double Click: HKEY_LoCAL_MACHINE
Double Click: SYSTEM
Double Click: CurrentControlSet
Scroll down to: Windows
Click Windows
Right Click: CSDVersion
Left Click Modify
Change from 200 to 300
Click ok
Close Registry Editor
Click Start
Right Click My Computer
Left Click Properties
It should say Windows XP SP3*
Close Window and install game
*If it says SP2 reboot and check again
Enjoy

You need to have admin rights on your computer account. When you computer is starting tap the F8 key. Then choose the option to boot into “Safe Mode”. On the logon screen there will be a new account called Administrator, choose it and then you will be able to change the registry.

The thing is registry don’t work like that, If I were to send you my registry and you used it, your pc would almost definitely need reformatting. It just wouldn’t work like that unfortunately. Sorry :s

To make your cpu …
To make your cpu run faster you would need to overclock it, unfortunately this voids any warrenty you have and can easily lead to overheating unless you have a water cooling system or a low power cpu. Try googling your cpu and the word overclock to see what other people have been able to do. You may be able to get it running a bit faster maybe up to 2.4 with standard cooling but I highly doubt it would be sustainable to have it running at 3ghz for very long before burning out, Sorry :s

Before I made this I tried installing SP3 but encountered several non specific errors even getting it from different sources. It would appear the only way I can currently upgrade to SP3 would be to reinstall windows. As I am not prepared to do that this is the next best thing for people in similar situations to me.

Why would you want to use SP2 for gaming in the first place.. I mean, I get that some people keep it for the TCP/IP stacks, which are better in SP2 for BitTorrent and p2p than their predecessors… But, if you’re running a game, especially a high-end game like GTA IV, you should want to utilize all your computer’s available processing power. In SP2, one application can only utilize one CPU core, meaning having a dual- or quad-core would be pointless. Bad idea much?

Not that im aware of, the only problem I have had is sometimes the game misreads the amount of video ram I have however it is most likely a problem with my gfx card and after updating the drivers a few weeks ago it seems to have stopped. I have completed the game twice and this is the only problem I have found.
