How to emulate windows registry?

Is it possible to emulate the windows registry to work from a different drive? i.e. the files inside regedit.
How can I do this?

Not looking for a PC emulation, simply just a way to have a separate windows registry that can be substituted for the real one

Theoretically Regedit should let you Export and/or Import, but actually using a secondary registry is not even referenced.
